Responsibilities

This position is responsible for the management of financial and administrative operations at the Office of Human Resources and the Employee Assistance Program. Responsible for the administration of financial budgets, fiscal functions, procurement, financial reporting, travel, and human resources functions.
  • Serves as the Budget Manager for the Office of Human Resources (HR) and Employee Assistance Program (EAP). Approves and monitors financial transactions in compliance with University policies and procedures. Responsible for the financial management, reporting, and reconciliation of general ledgers. Directs and implements the annual budget process. Assists with the development and implementation of internal control policies and procedures to ensure sound fiscal management and compliance of financial services. Resolves financial discrepancies and serves as the point of contact for resolution of any disbursement issues.
  • Responsible for the AR billing of the Background Check auxiliary program. Maintains all accounts receivable records and reports. Responsible for the payment and audit of vendor invoices. Serves as liaison for HR with Auxiliary Services and all internal auxiliary customers. Manages, updates, and documents processes and procedures to accomplish job duties and tasks. Responsible for budget and revenue forecasting as well as financial statements for auxiliary accounts.
  • Responsible for the tracking and maintenance of staff rate and for preparing and updating rate allocation reports and projections. Monitors biweekly actives reports and payroll cost center reports and initiates necessary action for resolution of any errors. Serves as the HR Department Manager approving job postings, job offers and ePAFs.
  • Provides supervision, training, and coordination of departmental staff performing fiscal and administrative functions related to procurement, travel, property management, and human resources. Proxies p-card transactions and performs the monthly p-card reconciliation's for assigned cardholders. Ensures transactions are timely and accurate with the appropriate accounting information, description and follow State and University policies and procedures.
  • Develops and maintains partnerships throughout the university to attain office and department goals and objectives. Coordinates and/or serves on committees for planning and implementing activities and events. Assist with special assignments, as needed, including HR Department Representative Meetings.

Qualifications

A Bachelor's degree and two years of experience; or a high school diploma or equivalent and six years of experience. (Note: a combination of post high school education and experience equal to six years.)

  • Demonstrated ability to take ownership of day-to-day business and fiscal operations, anticipate operational needs, and independently identify and implement solutions.
  • Demonstrated ability to build collaborative relationships and serve as a trusted business partner to organizational leadership and internal stakeholders.
