Background
The mission of the Florida Department of Law Enforcement (FDLE) is to "promote public safety and strengthen domestic security by providing services in partnership with local, state, and federal criminal justice agencies to prevent, investigate, and solve crime while protecting Florida's citizens and visitors."
In support of this mission, Section 943.051, Florida Statutes, designates FDLE as the state's central repository for criminal history records.
The Criminal Justice Information Program, acting as the state's central criminal justice information repository, shall:
Collect, process, store, maintain and disseminate criminal justice information and records necessary to the operation of the criminal justice information system of the department.
Develop systems that inform one criminal justice agency of the criminal justice information held or maintained by other criminal justice agencies.
This repository is known as Florida's Computerized Criminal History (CCH) system. Florida's central repository is the 4th largest criminal history system in the nation. FDLE works to provide services to help protect the safety of all Floridians and visitors. Both public and officer safety is the core of FDLE's mission. In order to provide the highest level of services possible, FDLE recently implemented a new CCH system.
To effectively address issues and improvements to CCH, FDLE requires the services of one Business Analyst for the Business Systems Engineering Bureau.

Description of Major Duties & Deliverables
FDLE requires the services of one Business Analyst in the Business Systems Engineering Division (BSE) for Computerized Criminal History (CCH) system defect resolution and business workflow enhancements.
The Business Analyst shall conduct preliminary design analysis for system enhancements and business rule changes, system acceptance testing and production implementation as requested by business stakeholders. Once feedback is received from the stakeholder community, the Business Analyst will finalize source documentation to include use cases, user manuals, and associated policies and procedures.

Responsibilities
BSE Business Analyst responsibilities include but may not be limited to the following:
Collection, analysis, review, and documentation of business requirements
Functions as a technical consultant or researcher
Gathering business requirements (functional and non-functional)
Creating and updating detailed requirements and documentation
Creating traceability matrices to map business requirements to test cases
Creating use case and test case scenarios documentation
Experience with testing tools and metrics
Experience creating system, integration, and performance test plans
Performing test case scenarios following the FDLE methodology of development testing, System testing, and User Acceptance testing
Assisting with the coordination of project deliverables
Ensuring that proposed system architecture design, software and hardware solutions are professionally documented.
Contributor to activity definition, activity sequencing, activity resource estimating, activity duration estimating, WBS development
Contributor to risk identification, tracking, analysis
Contributor to issue management and tracking
Effective communication among project stakeholders
Assist in user training for a train-the-trainer approach
Ensure customer expectations are met with the project
Provide assistance to FDLE staff in the preparation of procurement documents, evaluation of proposals and contract negotiations
Assist with the production implementation as needed

Preferred Knowledge, Skills and Abilities
Bachelor's or Master's Degree in Computer Science, Information Systems, Business Administration, or other related field or equivalent work experience;
Minimum of 2 years of experience on successful, enterprise level information technology projects.
Minimum of 2 years of experience in integration of multiple systems or applications;
Minimum of 2 years of experience in gathering and documenting business requirements (functional and non-functional) on full life cycle development projects;
Minimum of 2 years of experience creating comprehensive Test Plans and use of automated testing tools;
Experience with meeting facilitation and requirements documentation;
Experience with business analysis and gathering and documenting requirements
Ability to gather and evaluate customer requirements and needs.
Strong communication and collaborative skills; and
Excellent oral, written and communication skills;
Ability to work independently or cooperatively with other software developers
Ability to deliver the assignments of the project in the agreed schedule, to the correct technical specification (i.e. defined to meet user requirements) within the approved budget and other specified criteria
Must have the ability to work cooperatively with software developers
Experience with Scrum
Experience with development in JAVA Frameworks

Accountable to the FDLE assigned Senior Management Analyst Supervisor (SMAS) for all phases of specific projects. The Business Analyst is expected to perform the tasks and specific assignments given by the FDLE supervisor.
